Violência sexual contra crianças e adolescentes no Amazonas e os paradoxos do controle social

Abstract

This study is a discussion of the protection and child and adolescent defense against the phenomenon of sexual violence in the state of Amazonas, which has had visibility at the national level as to complaints about abuse scheme and infant-juvenile sexual exploitation, with limits , challenges and possibilities of social control agencies. Thus, has the general objective to analyze the action of social control instances in confronting sexual violence against children and adolescents, the specific objectives are: to identify the presence of social control in policy combating sexual violence against children and adolescents; characterize the social control actions in confronting sexual violence against children and adolescents and their links with the Government; know the limits, challenges and possibilities of social control in confronting sexual violence against children and adolescents. The locus of the research was some institutions that make up the social control, in confronting sexual violence against children and adolescents in the state of Amazonas. The technique used was semistructured interview, with the help of micro recorder for phonograph records. Were heard representatives of the State Committee to Combat Sexual Violence against Children and Adolescents, the State Council for the Rights of Children and Adolescents, the Child Protection Agency and state and federal legislative power. Research sources are bibliographies, documents, videos, news reports and interviews. We infer that the instances of social control as CEDCA, CEVSCA and CT were present in the discussion forums on sexual violence against children and adolescents and fought, but are fragile and in need of structural improvement as technical and logistical support to develop their actions , and a greater commitment from the other board members. Lawmakers, mostly, do not point commitment to the defense of children and adolescents victimized sexually, however, some develop mobilization actions and coping joint sexual violence, such as creation of the Parliamentary Commission of Inquiry on Pedophilia, Law project seminars, public hearing.
