Resumo
The Politics of decentralization of the environmental licensing has the purpose
of strengthening the State System of Environment and, in consequence, the National
System of Environment, seeking to promote the structuring and qualification of the
municipal districts to accomplish the licensing and the environmental enforcement of
the activities of local impact through the agreement celebration between the
Government of the State and the municipal districts, where they are defined the
activities that each municipal district, specifically, has technical capacity installed to
license. The study shows that there is a precariousness in the municipal districts as the
structuring of the Municipal General offices of Environment in the State of Amazon,
needing like this, of an Institutional invigoration, on the part of the similar City halls
and of the Government of the State. The municipal district of Manaus, through the
Municipal General office of Environment and Sustainability - SEMMAS, is partially
enabled to sign Agreement, for not possessing specialized technical body, integral of the
functional picture, for the accomplishment of the fiscalization and of the environmental
licensing; now, most of the technical picture, it is composed by employees that possess
commissioned positions; however the problem is easy of being solved, tends in view,
that it only depends on the political will, for liberation of Public Contest.
