Influência das agendas internacionais nas políticas de Educação de Jovens e Adultos: indagações a partir do estudo da realidade dos municípios de Vila Nova de Famalicão/Portugal e Manaus/Brasil

Resumo
La investigación analiza las políticas públicas para la educación de jóvenes y adultos, definida
por el sistema público municipal de enseñanza de Manaus, identificando la incidencia de los
organismos internacionales y los límites que inviabilizan la efectuación del derecho a la
educación de personas jóvenes y adultas, en el período de 2014 a 2018. Por ello, toma como
referencia dos realidades distintas, evidenciando la articulación de la agenda internacional
para la EJA con la política nacional de Portugal y de Brasil y sus despliegues en la agenda
política municipal de Vila Nova de Famalicão e de Manaus, en contexto de la Agenda
Globalmente Estructurada para la Educación. De abordaje cualitativo y basado en un
circunstanciado análisis documental de los principales documentos internacionales,
nacionales y municipales referentes a la educación de jóvenes y adultos, la investigación es
conducida por el método dialéctico. La fundamentación teórica está anclada principalmente
en Marx y Engels (2005); Santos (1994; 2006); Dowbor (2017; 2018); Chesnais (1996; 1999);
Harvey (2011; 2012; 2013); Ianni (1991; 2001). Los documentos oficiales de Famalicão
resaltan que la oferta de educación y formación de adultos es articulada a las necesidades de
las empresas, las cuales reciben la formación como esencial para el enfrentamiento de los
desafíos referentes a la competencia en el mundo globalizado, siendo ésta reforzada por la
Red Local de Educación, que tiene su organización y funcionamiento establecido por el
Protocolo de Cooperación firmado en 2018, entre los responsables de ofertar la educación y
formación de adultos en el municipio, incluyendo el tejido económico, conforme los objetivos
de cooperación, de los cuales está lo de aprendizaje a lo largo de la vida y la articulación con
el tejido empresarial. Los resultados de la investigación demuestran que, aunque adhiriendo
a las orientaciones de las organizaciones internacionales, el sistema público municipales de
enseñanza de Manaus no incluye la lógica de la formación estable en la cualificación
profesional, ya que únicamente el ProJovem Urbano, y con limitaciones, presentó similitudes
a las orientaciones internacionales adecuadas a la formación para el mercado de trabajo,
tampoco materializan de forma efectiva las metas del Plan Municipal de Educación en la
medida que el número de matrícula, acompañado de elevadas tasas de reprobación y
abandono, ni contempla la educación emancipadora pautada por los segmentos de la
sociedad civil. En el contramano de la educación que prioriza el desarrollo económico en
detrimento del desarrollo humano, la educación libertadora, a través de la emancipación
individual y colectiva, en la medida que hombres y mujeres se reconozcan protagonistas de
sus propias vidas hacia el desarrollo de una sociedad justa y humana.
This research analyzes public policies that are aimed to the youth and adult education defined by Manaus’s teaching public system, identifying the incidence of international agencies and the limits that preclude the establishing of the right to education of young people and adults, during a period that goes from 2014 to 2018. Thus, it considers two different contexts, emphasizing the articulation of the international agenda to Youth and Adult Education (YAE), with Portugal and Brazil’s national policy and its unfolding on Vila Nova de Famalicão and Manaus’s political agenda in the context of the Globally Structured Agenda for Education. This is a qualitative research, based on a documental analysis of the main international, national and municipal documents referring to youth and adult education. The investigation is carried out through the dialectic method. The theoretical background is based mainly on the works of Marx e Engels (2005); Santos (1994; 2006); Dowbor (2017; 2018); Chesnais (1996; 1999); Harvey (2011; 2012; 2013); and Ianni (1991; 2001). Famalicão’s official documents emphasize that the offer of the education of adults is articulated to the needs of the companies, since they understand that education is essential in order to overcome the challenges related to the competition in a globalized world, and this is reinforced by the Local Educational Network, which is organized and has its functioning established by the Protocol of Cooperation consolidated in 2018 among the bodies responsible for the offer of adults’ education in the city, including the economic fabric, in accordance with the aims of the cooperation, among which are learning throughout life and the articulation with the business fabric. The results of the research showed that, although Manaus’s public teaching system has adhered to the guidelines of the international agencies, it does not encompass the logic of education anchored in professional qualification, since only Urban Pro-Youth, with some constraints, presented similarities regarding the international guidelines conducive to the education aiming the labor market. It did not effectively implement the objectives of the Municipal Educational Plan either, since the number of schools that offer YAE has decreased, as well as the number of enrollments, in addition to high failure and dropout rates. It also does not encompass the emancipatory education grounded on the segments of civil society. Differently from an education that prioritizes the economic development to the detriment of the human development, the liberating education, through individual and collective development, whereby men and women understand that they are the protagonists of their own lives, leads to the development of a more just and humane society
