Ambientalização das instituições de ensino superior: realidades e potencialidades da A3P no Instituto Federal do Amazonas

Resumo

Nowadays it is demanded that public institutions reduce the environmental impacts caused by their activities, with the support of environmental management, generating possible mitigations to the social environmental problematic, having as direct results the efficacy and economy efficiency in the public service. The public IES must develop critical and responsible citizens, not just for the profession, but also for life. This way these institutions must set the example to the whole community with sustainability actions within their administrative activities, which bring about positive consequences to the activity itself. Within this context, the Agenda A3P has been created by the Ministry of Environment, an environmental management program with a subdivision in thematic axes with focus on its applicability in public organs on all three power spheres. Many studies reveal that the A3P has partial adherence in institutions. Thus the goal of this study was to comprehend how the A3P articulates itself in a environmental management mechanism and setting in the Federal Institute of Amazonas - IFAM, in the Rectory and in the Campi CMC, CMZL, CMDI, CEIRU, CITA and CTB. The aim was to identify the environmental management practices conducted by the IFAM before and after the accession to the A3P, verifying the convergence and the applicability of the developed actions to the thematic axes of the A3P and the process of setting of the IFAM. For such effect, a multi method approach was chosen with in-loco observation semistructure interview (checklist) to the systemic managers of the aforementioned Units. For the analysis of the collected data, mixed methods have been used, with a qualitative predominance of hearing from the managers the experiences, incidents, the realities and the potentialities of the Units and the perception measure of interviewed participants when it comes to IFAM's social environmental actions on the thematic axes of the A3P. As an example of a possible improvement in IFAM, the residue generated by the institution requires better care, as well as dangerous residue. Another improvement possibility are the investments in types of renewable energy and the monitoring of water consumption. Another analysed point --- the sustainable biddings, which have legal support (Law Number 8.666/93 and Decree number 9.178/2017, and the support of AGU, however, IFAM needs to implement such action in its purchases and biddings in order to make them sustainable. The setting and the AP3 in IFAM are partially applied.
