Assistência na lógica da (Des)Proteção Social: desafios da Rede de Atendimento e enfrentamento da violência contra a Mulher em Manaus

Abstract

This dissertation entitled Assistance in the Logic of Protection: Challenges of the service network and coping with violence against women in Manaus, which analyzed the contributions of effectiveness of the service network and coping with violence against women in Manaus, and We contextualize how gender meanings have culturally influenced the (de) construction of violence against women;We characterize and identify the Public Policies that subsidize the service network and face violence against women in Manaus; We discuss, limits and advances of the network of care and coping with violence against women, highlighting the vision of the various social subjects (managers, professionals and women who have suffered or are in a situation of violence). The study had as its central contribution the Network for Attending and Coping with Violence against Women in Manaus. The research was exploratory in nature, quantitative in nature. All material collected was done through field research. We analyze from the discourse analysis technique, because we understand that it would be the most appropriate for our research. We selected six (06) institutions, following the Policy on Combating Violence against Women, according to the structuring axes, which concerns Assistance and Combat. As for Assistance, it should ensure the humanized and qualified care of women in situations of violence, with a view to the continuous training of public and community agents, as well as the creation of specialized services, in addition to the constitution / of governments: Federal, State, Municipal, District, and civil society for the establishment of a network of partnerships to address violence against women. As for Combate, it requires criminal rules that guarantee the punishment and accountability of perpetrators and perpetrators of violence against women. The National Policy to Combat Violence against Women proposes actions that guarantee the implementation of the Maria da Penha Law, especially regarding the creation of Domestic and Family Violence Courts against Women. We interviewed nineteen (19) subjects, distributed as follows: five (05) managers of the said selected institutions belonging to the first group, for the purpose of complying with the research Resolutions 466/2012 and 510/2016 of the National Health Council. the second group, six (06) technicians, namely, Social Workers and Psychologists; for the third and last group, eight (08) women in situations of violence, all of them with BO - Occurrence Bulletin, carried out by the Specialized Crime Crimes Against Women - Central-South Zone. We conclude an existing network, under the bias of a Public Policy with the features of the neoliberal project, with cuts in the public budget, compromising the services, work relations of the professionals, weakened, in a context of flexibilization in the work world, which the contributions of effectiveness of the Network of Assistance and Coping with Violence against Women in Manaus, needs to be redefined with strategies of actions, in the fight against violence against Women, and a commitment by the State. It was also possible to identify a society marked by machismo, women living in an abusive relationship for more than ten years. In this sense, we have established proposals for the contributions of effectiveness of the Attention Network and Combating Violence against Women, in order to contribute to its improvement.
