A transparência pública e os meios eletrônicos: o caso das Prefeituras Municipais dos Estados da Região Norte

Abstract

This study aims to analyze to what extent the electronic portals of the Municipalities of the States of the North Region comply with the current legislation on public transparency. Recently, the Brazilian Federal Government has edited the Public Transparency Law and the Access to Information Law, which oblige all Federative Institutions to transmit clear and objective information on all the treasury transfers and expenditures of each public agency. This information for the general public needs to be viewed through electronic websites known as Transparency Portals and Access to Information through the use of the Internet. The publicity given by all these bodies in the disclosure of their acts is essential for compliance with all the provisions required by current legislation. The research was restricted to the Municipalities of the States of the North Brazilian Region, where qualitative and quantitative descriptive research was applied as a methodology, through bibliographical, documentary and data collection research with direct observation of the seven (7) electronic portals Of the prefectures surveyed, by means of tables and with the application of the Likert Scale, which allowed to tabulate the comparison and equivalence between the data surveyed, on a variant scale of 0 to 100% (zero to one hundred percentage points) and that can be classified in "Attendances: Excellent, Good, Regular and Insufficient". The result of this research showed that no city hall met all the mandatory items required by current legislation, since only one city council came close to complying with all the provisions of the laws, since most municipalities need to insert most of the legally required data to achieve the Compliance with public transparency and access to information, allowing citizens to exercise the right of Social Control and Accountability.
