Estudo comparado sobre a transparência da Assembleia Legislativa do Estado do Amazonas em relação aos países que compõem a Rede Latino Americana de Transparência Legislativa por meio do Índice Transparência Legislativa

Abstract

The history of Latin America is marked by economic and social crises of all kinds. These events ultimately result in positive effects on democratic systems in these countries. As a direct reflection of these crises, it is clear from society, a growing concern about the transparency of the acts of the state, which in turn search the credibility of the company on their actions. In this context arises in 2010 the Latin American Network of Legislative Transparency (RLTL), with the goal of being a link mechanism, communication and collaboration between civil society organizations that actively promote transparency in public administration. The Brazil despite the timely advance some initiatives did not build a method to assess the level of transparency of its legislative action. The objective of this research is to get index that reflects the measurement of legislative transparency in the Legislative Assembly of the State of Amazonas (Aleam), with the aim of contributing to public managers in making management decisions of the institution. From the goal, this work represents the major research problem investigate which transparency index adopted by Aleam in the countries that make up the Latin American Network of Legislative Transparency (RLTL), based on your model? For this, it was necessary to translate, adapt and apply the RLTL evaluation mechanism in Aleam. The study adopts a qualitative and quantitative approach, carried out through participant observation and use of Documental Research, with the Quiz Application RLTL 2014, with open questions, closed dichotomous and multiple choice. With these actions was possible to obtain a set of meaningful information, which form the main basis for drawing the conclusions. The study revealed that Aleam got good cheer results in two dimensions and in two other dimensions there are great opportunities for improvement. It was also possible to identify the activities related to the action of transparency to be evaluated and the questions were answered considering the methodology requirements. As a final result, the obtained ratio was 41.36%, which, compared with the countries that have adopted this method, the Aleam gets sixth place in the countries that make up the RLTL. At the end of the work presents an Action Plan to the most important improvements to transform the Amazon legislative house in a more transparent institution, contributing to the democracy of the Brazilian state.
