Avaliação do Sistema Eletrônico de Informações – SEI da Superintendência da Zona Franca de Manaus – SUFRAMA

Abstract

The evaluation has a quantitative and qualitative approach and an exploratory nature with a technical bibliographic procedure, it aims to analyze the Sistema Eletrônico de Informações (SEI), the main product of the Processo Eletrônico Nacional (PEN). Within the scope of the Superintendência da Zona Franca de Manaus (SUFRAMA), it has been in place for just over five years and replaces the old physical process model (paper), thus enabling an Information and Communication Technology (ICT) solution for the processing of virtual processes, generating to the public entities that implemented it benefits and advantages impossible to be reached by the previous model. The evaluation sought input variables (inputs) and outputs (outputs) of the SEI, to point out data, which can be processed by the Data Envelopment Analysis (DEA) model, proposing an annual analysis of the SEI of SUFRAMA, so that each year comprised a Decision-Making Unit (DMU), with usability proposed by free software. The research proposal proved to be successful in providing data on the origin of the SEI as well as identifying it as an Industry 4.0 tool, its characteristics and its potential to add new functions, one of which is proposed in this work, the association SEI and DEA according to the structuring of the year-to-year survey, it is also successful in indicating results that support institutional decision-making to improve the public services provided. Finally, the choice of the free software SIAD, which presents usability for users without knowledge of computer programs or even mathematical models, being easy to adapt by public servants.
