Resumo

The present work deals with the relationship between the Free Trade Zone of Manaus (ZFM), in particular the manufacturers of IT goods installed in the Industrial Pole of Manaus (PIM) and Higher Education in the State of Amazonas, in the form of financing this modality. of teaching, as a result of the mechanism established by the Law of Informatics of the Free Zone of Manaus (LIM). In this sense, this research, whose inspiration pervades the author's experience as a participant in the aforementioned legislation, as a servant of Suframa, and composes the range of studies of Line of Research 2 - Education, Public Policies and Regional Development, of the Doctorate in Education, is carried out with the aim of analyzing the Public Policy mechanism of the IT Law of the Manaus Free Zone (LIM) as retention of part of the wealth generated in the ZFM in the form of investment in higher education in the State of Amazonas, the thesis of this work. In this sense, the specific objectives of this research are: Characterize the LIM mechanism, based on the analysis of the legal texts that comprised it throughout its validity; quantify the financial resources contributed to education, science and technology, coming from the LIM mechanism, between 2010 and 2016; and debate data on financial resources coming from the LIM mechanism as a source of financing for higher education in the State of Amazonas. Thus, considering the obligation established in the LIM legal framework of the relationship between the IT goods industries of the PIM (productive sector) and academia (Teaching, Science and Technology institutions) established in the area covered by the ZFM, it was used as a dimension theoretical-empirical the Sábato Triangle model. Furthermore, in the literature, it was possible to draw a relationship between economy and education, translated by the financing of education, science and technology activities; the financing policy for higher education in the country, seen, despite there being a structure of public institutions, as a project with global and privatizing guidelines; yet the LIM presents itself as a new version of the National Information Technology Policy, initiated in the 1960s. Through the theoretical discussion presented in the second section, through the analysis of the data collected, and based on the dialogical relationship between economy and education, it was possible to observe that part of the wealth generated in the PIM IT goods segment is directed to education, science and technology, in institutions within the ZFM coverage area, directly or indirectly, CT-Amazônia, including public higher education institutions in the State of Amazonas (UFAM, IFAM and UEA).
