Análise dos discursos sobre “ideologia de gênero” e o impacto na atividade de parlamentares da ALEAM referente às temáticas de ensino/educação

Resumo

Public politics about education has been constituted as object of dispute between different social subjects who seek to define the moral values that characterize the school curriculum, as well as teaching/learning practices. That´s the case, for example, of the human rights activists and “religious fundamentalists” who position themselves in an antagonistic side about the issues of gender and sexuality. It is possible that there are political and epistemological divergences between the social subjects that encompass the same society about what they consider morality. Political conflicts between polarized projects from a moral and ethical point of view constitutes an extension of civil society or the public sphere. The questions of gender and sexuality in public education were central in the dispute between religious fundamentalists and human rights activists about gender and sexuality during the National Education Conference (CONAE) 2010 and 2014.Both social subjects were present during the discussions of the National Education Plan (PNE) is proposed for 2014-2024 and attended at the elaboration and approval phase of the National Basic Education Curriculum. Statements with content conservative and fundamentalist about to “Gender Ideology” are the principal point of Legislative Projects that, on public debate brazilian, were identified as “Without Political Party School”. The general objective of the dissertation is to understand the speeches of the Catholic Church on “Gender Ideology” and the impacts on the activities of parliamentarians influenced by fundamentalist morality in Legislative Assembly of the State of Amazonas (ALEAM) regarding the draft laws about Teaching/Educação. For the purposes of executing this master's thesis, the specific objectives were defined as follows: (1) Map the discourses related to “Gender Ideology” based on official documents published by the Catholic Church; (2) identify the moralities and knowledge that constitute the processes of construction of religious identity with fundamentalist contente; (3) Describe the processes of resignification of religious identity that made it possible the political participation of this segment in the public sphere, especially related to issues of gender and sexuality; (4) Analyze the motivations and political strategies of Parliamentarians influenced by fundamentalist morality values in the preparation of Bills on Teaching/Education with an “anti-gender” approach. The methodological option adopted in the research is qualitative. We opted for the “Discourse Analysis” procedure inspired by the theoretical perspective of Michel Foucault (1979). This conception allows us to analyze a varied set of discursive and non-discursive situations. The object of study consists of: official documents prepared by the Catholic Church and Bills collected through the search engine on the website of the Legislative Assembly of the State of Amazonas (ALEAM) relating to Teaching/Education themes.
