Cidades inteligentes como estratégia para o alcance dos Objetivos de Desenvolvimento Sustentável da Agenda 2030 pelo Modelo Zona Franca de Manaus

Abstract

The concentration of a large portion of the world population in large urban centers has become a nationally and internationally observable phenomenon. In this context, cities are invariably pressured to evolve towards models that better meet and satisfy the needs of their inhabitants. As an action plan for people, for the planet and for prosperity, the 2030 Agenda proposes 17 SDGs that unfold into 169 ambitious and bold goals that are mutually integrated. Considering the perspective of population growth and the trend of concentration of people in large urban centers, this research aims to develop an action plan based on the implementation of smart cities as a strategy to achieve the Sustainable Development Goals of the 2030 Agenda by the ZFM Model. The research employed systematic literature review techniques to identify the most prominent smart cities enabling technologies and smart city initiatives, as well as using desk research techniques to investigate legal and institutional instruments, aiming to formulate an action plan aimed at guide SUFRAMA's performance in carrying out actions aimed at achieving the Sustainable Development Goals of the 2030 Agenda in the context of the ZFM Model. Through the analysis of the results obtained, the research found that the qualification of the local and regional workforce in information and communication technologies that enable smart cities and the formation of partnerships with educational, research and development institutions are essential factors for the success of successful smart city projects. The study concluded that the adoption of a smart city implementation strategy by the ZFM Model can significantly contribute to the achievement of 89 of the 169 goals of the Sustainable Development Goals of the 2030 Agenda.
