A aplicabilidade dos sensos da qualidade como ferramenta voltada a maximização do processo operacional do setor de compras e registro de preços da SEMINF

Abstract

In the Brazilian public service, where the state does not provide the answers that the citizen needs, and considering the complexity of the governmental machinery that has created increasingly difficult bureaucratic devices, it has become one of the greatest challenges of each new government. Hence the need for a managerial public management model, where the citizen is a user of the services offered by the State, through the application of concepts derived from private management, resulting in the development of a management culture, and efficient in the quality of services in public organizations. This work deals with the analysis of the applicability of the quality senses (5S Program), taking as its background the SEMINF Purchasing Management and Price Registration. The sense of quality (5S) is a tool that aims to improve the institution through the organization, selection, disposal, cleaning, hygiene, standardization and habit change (self-discipline), making the sector or institution more efficient through Of total quality management. Regarding the methodological procedures used in the work, as regards nature, it is characterized as applied, presenting the analysis of the application of the concepts, techniques and methods of quality senses (5S) in SEMINF's procurement and price registration sector. Regarding the objectives, the method used was the descriptive one, to which the collected data were recorded, analyzed, analyzed and interpreted. Regarding the approaches, the present work is classified as qualitative, because the researcher participates in the process as a participant observer, identifying, seeking the particularities and worrying about the quality of the activities carried out by the sector. As for the procedures, it was characterized as a case study and as to the method for data collection, the instrument used was the bibliographic and documentary research on public management and on the quality tools aimed at public management by the participating observer. The result was the identification, mapping, improvement, organizational and operational restructuring of SEMINF's Purchasing and Price Registration Office, improving and maximizing the operational activities of the sector studied, resulting in a further two (2) As a manual of instruction and operation for existing employees or for new employees, achieving the proposed objective of the work, which can later be applied in other sectors of SEMINF at the discretion of its managers.
