Política pública de assistência social e sustentabilidade na Amazônia: um estudo nos municípios de Maués e Parintins no Baixo Amazonas

Abstract

The first decade of the century XXI the apex of changes can be considered in the theoretical and operational conjuncture of the public politics of Social welfare, tends in view the consolidation of PNAS, SUAS, National Tipificação of the Serviços Socioassistenciais, reformulação of LOAS and creation of NOB/SUAS 2012. Like this, it comes if noticing in that movement of the Social welfare a concern in their operacionalizar programs, projects, benefits and services socioassistenciais in the perspective of the sustainability, seeking the enfrentamento of the social vulnerability and, for consequence, the contribution for the users' of the politics human and social development. With base in this understanding, the study analyzed the public politics of Social welfare in the extent of the operacionalização of the Basic Social protection in the municipal districts of Maués and Parintins, in Low Amazon, tends as reference the social sustainability, above all to the that plays the access, justness in the offer of the services and enfrentamento of the social vulnerability. The methodological procedures of the study were ruled in the research bibliographical, documental and of field of qualitative and quantitative nature. The materialization of the data collection happened in the municipal thirsts of Maués and Parintins, particularly in the dependences of the Municipal General offices of Social welfare, in two CRAS selected for the research and in the users' homes. As instruments and techniques for data collection forms, interviews semiestruturadas, systematic observation and field diary were used. They participated in the research 24 subjects including Managers, Professionals of the Team of Reference of CRAS and linked users to the Basic Social protection. Summarily, the results of the study appear that: the financing on the part of the federal and municipal government doesn't get to assist the demand of the reality of the municipal districts; there is keep apart of dialogue among those that operacionalizam the services and the ones that receive the service; scanty contribution of the foregoing politics in the daily of the individuals and families that participate in the activities in CRAS; precariousness in the physical atmosphere of CRAS, as well as in the infrastructure; little formation and continuous training for the workers of SUAS; it lacks of a diagnosis complete socioterritorial about the situation of social vulnerability of the municipal districts, among others. Such data allow to affirm that, in Maués and Parintins, the Social welfare is treated of a politics with great potentials to contribute in the daily of any subject or family that you/they look for to participate in the services. However, "rowing against the tide", it is a filled politics of limits and challenges that it qualifies her in a perspective of (in)sustentabilidade in the intervention that does. If in some moments, she seems to answer to the populations users' needs, in other, it doesn't get to reach his/her Real effectiveness as it intends. This way, the need is pointed of rethinking the operacionalização of the referred politics on the part of the municipal managers, above all, in the optics of the administration participativa, because only like this, it can be affirmed that the Social welfare, when being rendered in a given reality, plays the sustainability of their services socioassistenciais, as well as, contributed to their beneficiaries' sustainability.
