Avaliação da gestão de resíduos sólidos urbanos na cidade de Parintins/AM: desafios e oportunidades à luz da Política Nacional de Resíduos Sólidos - PNRS

Abstract

The problem of solid waste management in Brazil has been much discussed in recent years, especially after the establishment of the National Solid Waste Policy - Law 12.305/2010 which establishes in its bulge the month of August 2014 as the deadline for the eradication of dumps and landfills in the country, among other normative instructions. Added to that the fact of the Northern region has the lowest rate of basic sanitation in Brazil (IBGE, 2008). Thus, investments are necessary and justifiable, studies and technical projects that motivate the changing of this scenery in the aforementioned region. For this, the management of municipal solid waste in the town of Parintins / AM was evaluated by analyzing the state of the art of urban solid waste management waste management adopted, as well as by the analysis of the information provided by interviewees for the research , which are : 132 residents of both sexes and over 18 residents in Parintins / AM , the Municipal Secretary of the Environment , the Municipal Secretary of Cleaning and Public Utilities, the Chairman of the Environment Comission of the town Council Chamber of Parintins and the president of Association of Litter Pickers of Parintins , according to parameters established by National Politics of Solid Wastes - Law 12.305 , from 2th August, 2010 , and also in light of other complementary environmental laws . After assessment, challenges and opportunities to be faced by the management of municipal solid waste in the city were identified. The study is exploratory character and descriptive nature of quantitative and qualitative approach. The procedures used were bibliographic research, documentary, semi-structured interviews using questionnaires. It was also used photographic and phonoaudiograph record. It was concluded that although satisfaction of most residents interviewed with the cleaning services of the municipality , this still needs to overcome many challenges such as: deployment of selective collection , reverse logistics, improvements on the infrastructure of Litter Pickers Association of Parintins, disposal and disposition environmentally appropriate for its several types of waste , arising mitigation of environmental impacts, greater social participation in environmental education , among other actions that need to be taken so that we can have a solid waste management according to the precepts established by NPSW. It is expected that the information and analysis obtained subsidize governmental planning processes, aiming at an integrated management of municipal solid waste in the town of Parintins / AM.
