Agricultura familiar e direitos na Amazônia: uma análise do Programa Nacional de Alimentação Escolar como política pública de incentivo em Presidente Figueiredo – AM

Resumo

The research theme is about family farming and the use of the National School Feeding Program (PNAE) run by the Federal Institute of Education, Science and Technology of Amazonas (IFAM), Campus Presidente Figueiredo, as a public policy to encourage family farmers of Presidente Figueiredo-AM. The general objective of the research is to analyze the effectiveness of the PNAE as a public policy to promote family farming in Presidente Figueiredo - AM, unfolding in the following specific objectives: to raise the normative acts referring to the role of family farming in public programs and policies that have by object the acquisition of food, describe the process of operationalization of the PNAE as a public policy instrument to encourage family farming, and interpret the impacts of PNAE actions by IFAM on family farming in Presidente Figueiredo from 2018 to 2019. The research has a predominantly qualitative character, being carried out field research, using semi-structured interviews. The methodological procedure of the research work was divided into three phases: the first includes bibliographic and documental research, the second stage had as its object field research and interviews, and the third stage consisted of processing the information obtained in the field through the interviews. The interpretation of data from the interviews took place through discourse analysis, used as an auxiliary tool for interpretation, so that, in the discussion phase, the results found were evaluated, compared, and interpreted in the light of the theoretical framework. Through the analysis carried out, it can be seen that the execution of the PNAE by the IFAM Campus Presidente Figueiredo indirectly encourages farmers to have access to other public policies aimed at this community, and helps in the income of family farmers who participate in the public calls made, which allows family farmers who participated in the public procurement process to improve their production, to grow food that will meet the needs of the school, guaranteeing students the consumption of food that respects the agricultural vocation and local culture, taking into account to the guidelines that guide the execution of the PNAE.
