Segurança privada: a emergência do mercado de segurança no Brasil

Resumo

This paper delves into the topic of private security in Brazil, specifically focusing on the security market. Its objectives include identifying the historical moment of the emergence of this sector in the current mold, outlining the development of the activity, and discussing the restructuring of security in Brazil after the military regime of 1964. This study examines the practical and legal emergence of the private security sector, from its inception to the present day, through an analysis of the historical and political landscape and state control through legislative means, combined with an analysis of data extracted from the discourse of the involved political agents. The attempt is to elucidate issues, including whether the actions of private agencies in the security sector represent a relaxation of the monopoly on the use of force, primarily held by the state and now commercially exploited. Aspects related to the phenomenon of violence and media exploitation, as well as clandestine security services, including “moonlighting” in policing, are considered. The work includes an analysis of data related to the size of the private security market and its importance to the country's economy, the services explored, their agents, the required training, and the legally and administratively imposed requirements by oversight bodies.
