Resumo
The research focuses on the operational process of the Aldir Blanc Law (Federal Law 14,017/20), from the perspective of cultural rights as fundamental rights, considering the role of cultural workers in the historical political articulation process leading to the enactment of the law. Specifically, we will address the access and distribution of resources from emergency cultural public policies, due to the COVID-19 pandemic, carried out through public calls for proposals and competitive bidding procedures, delimited in the municipality of Manaus. The specific objectives include examining the regulations and key provisions of the Aldir Blanc Law (Federal Law 14,017/20), contextualizing the legislative production process through the analysis of narratives and experiences of cultural workers in Manaus. This involves their experiences in securing resources from public policies through award competitions for emergency cultural promotion under the Aldir Blanc Law (Federal Law 14,017/20). The methodology employs Oral History, producing historical sources from oral accounts. The research aims to describe the implementation of the Aldir Blanc Law by local executive powers in a cooperative and decentralized manner, focusing on cultural incentive calls such as "Conexões Culturais" (Manauscult), "Prêmio Feliciano Lana" (SEC), and "Equipa Cultura" (SEC). Additionally, it aims to evaluate the cultural systems of the State of Amazonas and the Municipality of Manaus, examining their integration processes with the National Culture System, as outlined in Article 216-A of the Federal Constitution. The research methodologies are qualitative, encompassing legislation, bid notices, bibliography, and field research. The field research involves semi-structured interviews conducted via video calls. The methodological procedure is divided into three phases: the first includes bibliographic and documentary research, the second involves field research and data collection, and the third consists of consolidating orally narrated memories into a written format, transforming them into a thematic oral history source. Data interpretation will occur through the analysis of narrative memory, seen as a social dimension of collective memory. In the discussion phase, the findings will be evaluated and problematized with input from various authors, legislation, and documentation from the bidding processes of Aldir Blanc Law calls. Subsequently, the interpretation will be framed in the context of constitutional cultural rights, aiming to identify the limits and implications of the Aldir Blanc Law concerning the realization of cultural rights.
