Ações estratégicas de um NIT: um estudo de caso na Universidade Federal do Amazonas

Abstract

The purpose of this study is to analyze the contribution of PROTEC's strategic actions to the design of the policy for the protection of intellectual property and technology transfer of Universidade Federal do Amazonas. To achieve the general objective, four specific objectives were defined, namely: To map the results of the strategic actions executed by PROTEC; To analyze comparatively the attributions listed in article 6 of Resolution 009/2011 - CONSUNI and the competences inherent to article 16, paragraph 1 of the Innovation Law; To identify whether the actions carried out by PROTEC are aligned with the purpose of the Innovation Law and to analyze the strategic alignment of PROTEC's actions, from the perspective of the Balanced Scorecard (BSC). For the execution of the present research, a case study is used. The theoretical basis, in principle, presents a conceptual analysis about the trinomial science, technology & innovation, discussing the observed relation between each element. The attention is focused on the process of construction of Brazilian public policies related to the theme, focusing on the historical analysis of the respective diplomas. Next, the Technological Innovation Law is discussed, and a assessment of its importance is made, highlighting the progress achieved from its provisions, as well as the problems arising from its application and the factors that hamper the achievement of the objectives that The legislative act. The problematic of the mentioned law are discussed, emphasizing the necessity of its alteration. Next, an analysis is made of the importance of the University as an entity of interaction with the productive sector, addressing the relevance of the triple helix, understood as an essential agent to the very existence of the interaction process. Next, intellectual property was discussed, considering its relevance to the proposed theme. The technology transfer is treated as an opportunity to reflect on its concept, from the analysis of the mechanisms inherent in the corresponding process. The profile of NITs in Brazil is discussed. After, the importance of Strategic Planning and Administration, which, in the light of the BSC, should contribute to the implementation of affirmative actions of the NIT, according to what is established in article 16, § 1 of the Innovation Law. Finally, he discussed the use of the BSC in public non-profit organizations as an instrument capable of diagnosing strategies regarding the efficient use of the various resources in this type of organization for the purpose of maintaining the mission and achieving institutional objectives.Thus, in the light of what was researched, there was a significant commitment of PROTEC regarding the dissemination of the culture of innovation in the academic environment. However, it is essential to carry out a rigorous process of planning, monitoring and evaluation of NIT's initiatives and results. Only from the effective adoption of postures of this nature will an NIT be fully attuned to the purposes for which it was created.
