Índice da competitividade logística de cargas em contêineres nos portos da cidade de Manaus

Abstract

Port operations are complex activities that involve, among other things: consolidation of cargo and its movement; transshipment and storage, release processes, information and control, and the necessary infrastructure. Considering the importance of cargo in containers to meet the Industrial Pole of Manaus (IPM), the study evaluated the delivery system of cargo in containers in Terminals Private Use (TPU) of the city of Manaus, in cabotage operations and long-haul and determined an index of performance, considering the local peculiarities. This assessment tool appears as a model for assessing and indicating the competitiveness of the system release cargo in containers in the ports of the capital of Amazonas. The methodology was based on the literature review to strengthen the determination of the assessment instrument; fieldwork for the survey information, the National Agency for Waterway Transportation (NAWT), in TPU and shipowners. The index was developed called Logistics Performance Index (LPI) from the city of Manaus and the value was equal to 0.5. This assessment classifies the concept TPU Regular according to the model developed. The concept Regular indicates that the cargo clearance system does not meet the need of IPM in order to make it competitive on the global scenario or borderless market. In order to check the consistency of the results obtained, it was analyzed by the research participants who were TPU and shipowners, to know the extent of agreement or disagreement of the LPI determined in accordance with the work. The evaluation instrument of agreement or disagreement of opinion was based on the Likert Scale adjusted to the purpose of the work. Despite the diversity of opinions in general there was a tendency of agreement of the results. As practical contribution of the work it is proposed that the model be used as a tool for performance evaluation of logistics waterway city of Manaus, on an annual basis for the last three years due to the reduction of seasonal variations.
