Resumo
In the 2010s, several phenomena coincided in the municipal education system of Manaus: the closure of evening classes in municipal schools, the replacement of evening primary education with the Youth and Adult Education (YAE) modality, and the implementation and consolidation of results-driven management in the Municipal Department of Education. In light of this context, this master's dissertation presents the results of a study that aimed to analyze the process of closing evening classes and YAE in the context of results-driven management implemented in the municipal education system of Manaus, Brazil. To this end, it characterizes nighttime education and YAE within the municipal system and in the context of the productive reconfigurations of the Manaus Free Trade Zone; examines the genesis, consolidation, development, and conditions under which results-driven management has been established in the field of education globally and nationally; and, finally, establishes correlations between the consolidation of results-driven management in the municipal system of Manaus and the closure of nighttime education and YAE. The chosen theoretical and methodological framework employs categories that enable the understanding of the totality of the subject matter, based on the perspective of historical-dialectical materialism. To address the research problem, the methodological approach of the study included a literature review, collection of documentary material, data processing and analysis based on content analysis techniques. In conclusion, the study allowed us to make some final considerations about how the Manaus Free Trade Zone model, based on dependent and peripheral capitalism, drives populations to migrate to Manaus, where public policies such as education are concentrated, thus presenting itself as the third municipal education system in which YAE represents only 2% of enrollments. It also pointed out how multinational organizations, in organic and systemic action with dominant local fractions, operated the process of disqualifying public education while hijacking it for the economic logic of capitalism. Finally, it was observed that within the educational managerialism installed in Manaus, nighttime education and YAE have negative impacts on results and, therefore, should be erased.
