Sustentabilidade da Política Nacional de Atenção Básica em comunidades tradicionais ribeirinhas no Amazonas

Resumo

The issue of social policies and the access of traditional peoples to health have gained prominence in current debates, both within organized civil society and in the academic field, thus emphasizing the social, academic and scientific relevance of the study in question. In this study, the citizenship of riverine peoples in the Amazon gained centrality, with the materialization of the right to Health Policy, as a central instrument in guaranteeing the social and material reproduction of these peoples. The National Primary Care Policy (PNAB) is the object of study to characterize the riparian people's right to health, in the light of the concept of sustainability, inherent to the perspective of social justice. The general objective focused on the analysis of the sustainability of the PNAB, in the access to health by the traditional riverside peoples in Caapiranga/AM, in addition to mapping the forms of access to services in primary care, addressing the concept of sustainability in its social and cultural bases. The methodological procedures of the research, guided by critical social theory, were carried out based on documental research and secondary data from studies by the Inter-Action Group and official government platforms. In its results, the study made it possible to identify the efforts made to consolidate the SUS in order to guarantee the access of riverine peoples to health services and to face the lack of priority in relation to access to social policies. In view of the limits imposed by the force of expansion of capital imposing its logic in the field of public and social policies, delimiting the domains and extension of the service, demarcating the priorities and the limits in the access of these peoples to the rights of citizenship, the meaning of the struggles of class of rural workers to have access to the UBSF and ESFR in the PNAB/12, from the implementation of the National Policy for Comprehensive Health of the Populations of the Countryside, Forest and Waters. These different ways of life are consistent and interrelate health-disease processes, in the Amazon context, the implementation of the PNAB encounters many challenges, both because of the geopolitical extension, the distance of communities from centers with infrastructure of goods and social services, the quantitative the limited number of professional staff that prevails, the limited infrastructure of the Basic Health Units and the PHC management with regard to the development of intersectoral strategies and policies. In this context, it was possible to highlight the commitment of health professionals, in the effort to make medical assistance possible, highlighting the role of ACS as basic professionals with regard to the service-user-professional bond.
