Modelo de gerenciamento de riscos no setor público: estudo de caso na Câmara Municipal de Manaus

Abstract

The organizations accept the idea of having a Quality Management System (QMS) suitable, sufficient and effective. After the implantation they do not observe the dangers of factors acting against the operationalization of the QMS. After the first year of certification, the Municipal Council of Manaus passed through peculiar events of the public sector that made the QMS stop for four months almost unable to return to operation. The objective of this research is to propose a management model to prevent risks that compromise the continuity of the QMS in an organization and it is expected that this model be integrated to the management processes so that the risks are permanently discussed and contribute to the Sustainability of the QMS. The objective of this research is to propose a management model to prevent risks that jeopardize the continuity of the QMS in an organization. To achieve this goal, a bibliographic survey was carried out to identify the management models in the public sector and a risk mapping and evaluation through interviews and a questionnaire with Likert scale validated by the Delphi technique and paraconsistent annotated logic (LPA) (LPA). For the evaluation of the risks it was used in the consequence and probability matrix with the help of documentary research, it has been proposed the GR-SIG model, similar to that of the NBR ISO 31000:2009. The survey data were approved by the convention as "substantial adherence" to the degree of certainty; and "consistent data" for the degree of contradiction to 12 corporate risks identified, assessed and prioritized. Therefore, in addition to preserving the benefits of QMS, according to the study, the GR-SIG model proved to be efficient, giving greater credibility to the Municipal Council of Manaus, contributing with greater political visibility, better corporate governance and better preparation of servers to react to risks.
