Resumo
In view of the difficulties presented by public companies in Brazil, regarding the obstacles encountered in the bidding processes, this dissertation aimed to identify alternatives that aim at a proposal of a lean flow model in the internal phase of the bidding process aimed at optimization in the bids of the Superintendence of Free Zone of Manaus. The Superintendence of the Manaus Free Zone is a federal authority responsible for the regional development of the Western Amazon and part of the state of Amapá. This work aimed at analyzing the steps currently taken in the internal phase of SUFRAMA's continuing service tender process, identifying possible bottlenecks in the bidding processes of the municipality and proposing a model in light of Lean Office theories and mapping of the flow of value ( MFV) and in compliance with Law 10,520 / 2002, to improve the internal phase of the bidding process of the Superintendence of the Manaus Free Trade Zone in accordance with Law 8.666 / 1993 and its amendments. The applied methodology was bibliographic research in the themes: service of a continuous nature, lean mentality and mapping of the flow of value. In the data collection, documentary research, semi-structured interview and value stream mapping were performed. The research strategy adopted was the case study applied to the internal phase of the bidding process aiming at hiring services of a continuous nature in Suframa. Regarding the analysis of the data, a triangulation of the data was proposed with improvements in the process of contracting services of a continuous nature in Suframa, with a focus on eliminating losses. Based on the MFV, it was also possible to identify barriers to implementation of lean principles, such as the lack of standardization of procedures, lack of systemic vision of the process flow by the managers, deficiency in the capacity of the servers, lack of focus on the final client and Difficulties to adapt concepts to practices. Based on the results obtained, it is possible to conclude that the administrative procedures, in the context of hiring services of a continuous nature, can be improved with the application of Value Stream Mapping, concepts of the Kaizen philosophy, standardization of procedures and 5s.
