Resumo

The study analyzes the feasibility of a new economic matrix, based on the modern biotechnology concepts, the new bioeconomics and the application of the Triple Helix model in the training of specialized human resources, highlighting the main vocations, weaknesses and possibilities for its development in the State of Amazonas. The sophisticated technical background and multidisciplinary nature of modern biotechnology are enabling the emergence of an immense range of products and processes, which has influenced the world economy direction, towards the creation of a fertile field for the bioeconomy advancement, emerging a new industry (Bio-industry), which can be an economic alternative to be developed locally, adding to the Manaus Free Trade Zone model. Based on these premises, the main purpose of this thesis was defined as: Identifying the Critical Success Factors (FCS) for the bioeconomy increment in the State of Amazonas. It is a multi-case study with an explanatory and descriptive approach. Data were collected through bibliographical research, interviews and application of data collection instrument. The dimensions investigated for the bioeconomy FCS definition were based on previous studies carried out by the Biominas Foundation. The FCS investigation technique was adapted according to the scope and research coverage. The results indicate that the regulatory mark dimness and disarticulated public policies are the factors that make it harder to increase the bioeconomic matrix (58,33%), followed by the precariousness of the logistics infrastructure and less accessible financing programs (33,33%). The fragility in the institutional articulation of the instruments mobilizing public policies negatively affect the sector and the possibility of growth of small entrepreneurs. The research revealed a great untapped potential in the bioeconomics segment, especially in the Personal Hygiene, Perfumery and Cosmetics (HPPC) sector, where only 0.63% of the companies in the segment in Brazil are located in the State of Amazonas, despite the policy of Tax incentives granted under the Manaus Free Zone model and the abundance of biodiversity in the region. The results indicated enable us to understand the environment and design scenarios with greater accuracy. This multi-case study identified the main variables that may represent critical success factors for the enterprises surveyed, pointing out recommendations as a contribution to the development of a bioeconomic matrix for the State of Amazonas.
