Captação de recursos para o pagamento por serviços ambientais prestados na Amazônia brasileira

Abstract

The problem of Climate Change, due to the increase in greenhouse gases in the Earth's atmosphere, has led many countries to come together for international agreements in order to contain global warming and its consequent environmental damages and tragedies. The goals set out in international agreements include concern for the maintenance of tropical forests in the world, as they provide essential ecosystem services for maintaining life on the planet. In this context, the Amazon Forest, as it represents a rich tropical biome of fundamental importance for regulating the planet's climate, becomes of great relevance for studies, research and support for the maintenance of its ecosystem services, through the payment mechanism for environmental services provided by its populations and indigenous peoples, which reduce deforestation, with the preservation and conservation of the Amazon. In this context, this research presents a study on fundraising to pay for environmental services provided in the Brazilian Amazon. It aimed to understand how the Brazilian Amazon can raise financial resources for the maintenance and sustainability of environmental services provided by its populations. For this, the deductive method was used, using bibliographic and documentary means, and as for the purposes, this research was qualitative. The study resulted in a Brazilian tax proposal, in the form of an Environmental Contribution for the Brazilian Amazon (CAAB), whose percentage of 0.1% should affect the Gross Domestic Product (GDP) of the Brazilian states. The resources collected must be allocated to the funds that maintain payment for environmental services provided in the Brazilian Amazon. Finally, it was concluded that Brazil needs to charge its states a monetary contribution in order to provide resources for the maintenance of the Amazon, its people and populations, as a way of raising resources to pay for environmental services provided in the Brazilian Amazon.
