Política de Desenvolvimento Rural do MDA: a ausência da tradução no reconhecimento da identidade social no território rural do Baixo Amazonas

Abstract

The main objective is to analyze the elements of territorial identity of the Baixo Amazonas under the policy of promoting family farming through the rural territorialization process of the Ministério do Desenvolvimento Agrário (MDA). Therefore we resort to exposure the historical monitoring of the Programa Territórios da Cidadania (PTC), through the storage of data and information on Sistema de Gestão Estratégica (SGE) platform, inserted by Células de Acompanhamento e Informação (CAI). The study permeates issues such as the concept of territory, identity, relationship and city field, differences between peasant and family farmer, rurality and Amazon. The Amazonian rural world is unique, it is not possible to compare in relation to other Brazilian ruralities. In view of this, the concept of "translation", extracted from Boaventura de Souza Santos, helps in the understanding of identity as a unifying principle for rural areas, due its confrontation between one official discourse and one not recognized by the policy, in the case of Baixo Amazonas, the perception of "caboclos ribeirinhos".
