Resumo

This dissertation is the result of the master's research that focused on the public policy of day care of the Municipal Education Secretariat-SEMED, in the city of Manaus, state of Amazonas, regarding the conception of day care and the organization of care and supply in the educational system of the municipality. This is a qualitative research that has as a methodological procedure: the bibliographic research, the documentary research, complemented by a semistructured interview with the representative of the Nursery Management of SEMED and the representative of the Movement Interfóruns de Educação Infantil do Brasil / Fórum Amazonas. The documents constructed by SEMED, such as the Pedagogical Proposal for Early Childhood Education, which contains the guiding elements that support the proposal in question; Resolution N.04 / CME / 1998 - regulating the implementation of Early Childhood Education in the municipal teaching network of the city of Manaus and Resolution CME No. 9 of 06/16/2015 which provides, among other measures, the organization of Early Childhood Education in the city of Manaus; as well as other documents that formalize this educational policy in the capital, have become important research material for analysis. The data obtained from the research, both documental and semi-structured interviews, were organized and analyzed through the three axes of the research: conception of day care centers, organization of care and supply. For the analysis of the data obtained, the research was based on the interpretative analysis, through triangulation, having as reference the following movement: the objectives of the research, the theoretical basis adopted and the empirical data. As a result of the analyzes, the low number of vacancies in daycare centers between the years 2008 and 2016 was identified, compared to the number of children born alive in Manaus; also identified that the Municipal Secretariat, in addition to prioritizing children from one year of age, establishes other criteria that are primarily taken into account when enrolling a child in early childhood education, among them is the situation of social and economic vulnerability of the child , showing a clear conception of education directed to poor children. Expanding the offer of care for children up to three years of age in the municipality of Manaus with a free, quality public education is still a challenge to the city. Access to schooling is still a banner of struggle for civil society, through the social movements that fight against the State for the democratization of education to all children.
