Resumo
Superior Teaching Institutes – STIs undergo an evaluation by the Education
Ministry (EM) each three years. The national exam for students’ performance
(ENADE) is used in Brazil to evaluate the performance of students regarding
the programmed contents, abilities and competences that are expected to be
ministered in their specific faculty courses. According to the Organization for the
Economic Cooperation and Development (OECD), the world ranking of the
education quality from 2015 shows that Brazil occupies the 60º position
considering 76 evaluated countries. Considering such scenario, the evaluated
STI faces problems regarding the grades of the students in the ENADE, due to
their difficulties in reading, interpretation and calculus. To assist the students,
the STI has applied an institutional evaluation called Big Test, which is a set of
ENADE questions with contents from the current period that the students are
coursing. The process of developing the set of questions is manual. Thus, it
demands a lot of time to be created, generating costs for the institution. In order
to optimize the development time, the goal of this research is to apply the lean
concept to improve the process of developing the set of questions. We applied
the Value Stream Mapping and the PDCA cycle in order to suggest
improvement opportunities. According to the results, the application of the Value
Stream Mapping enabled a reduction of 50% in the time of 3 stages of the
process for creating the set of questions. These stages consider the review of
the sets of questions, being two of them of the responsibility of the professor
who elaborates the questions and one review performed by the quality group.
The lean concept allows diminishing the Lead Time from 10.618 minutes to
6958 minutes, and the processing time from 39069 minutes to 24669 minutes
through the use of Workshop’s to clarify how ENADE questions were to be
created, while following the process for developing the questions for the Big
Test.
