Resumo

The rise of NGOs in Brazil in the 1990s shows a new type of partnership between the state and civil society in the conduct of social policies. This form of partnership is permeated by the Social Management conducted by the state, from the Network Management of logic, embodied in the partnership between public and private in the execution of public policy services, and in the case of this study, the focus was on management Network of Social assistance Policy. It is the social assistance network that NGOs work, developing their basic and special social protection actions. It is for the reflection of the relationship between public and private that the research was directed, to understand how these entities are organized and which strategies to use to access public resources and to continue in its activities. Thus, the research aimed to analyze the strategies of access of NGOs to the Public Fund for Social Assistance in Manaus. Regarding the methodological procedures, documentary research was carried out (primary data) from 57 entities processes entered in the Municipal Council of Social Assistance (CMAS) and operating in Manaus and also in 42 cases of NGOs registered with the Secretariat of State Social assistance (SEAS), which were adopted in the public call to access the features of FEAS in order to characterize who are the NGOs who have accessed the public fund and the services offered in the social assistance network in Manaus.It was also carried out field research with 4 NGOs that most accessed features of FEAS in order to grasp the difficulties and potentials faced by these institutions in partnership with the state. Among some results of the study, points out that of the 26 institutions that accessed the FEAS resources in 2014 and that run social assistance services in Manaus, 15 initiatives in the area of basic social protection and 11 on special social protection, directly reaching 9,098 users with the services offered. The service that is more run by NGOs is to strengthen family and community ties (59%). As for the difficulties and potential for access to FEAS resources, the survey indicated that the agreement instrument which is used to enter into partnership with the state, is one of the major obstacles in this partnership to be a hard instrument and unresponsive to the needs NGOs. regarding the potential, it was identified that the NGO Forum is a political force space for exchanging experiences and information to help you qualify these institutions to access public resources. Another factor identified as an element that enhances access to resources was the approval of the new regulatory framework, which enables new instruments of partnership with the State and facilitates access to public resources.
