Resumo
Brazilian public health has experienced the creation of different types of public service management that rely on the participation of entities, social organizations and business groups since the 1990s, as a result of the neoliberal advance on social policies. This process encourages the appropriation of public funds under the justification of better efficiency and effectiveness in the provision of services and control of expenses. Based on this reality, this dissertation has the general objective of analyzing public-private partnerships in the scope of public health and their implications for the work of social workers, based on the bibliographical production of the last decade (2013-2023), transfers and strengthening subsidies for qualification of professional work. Regarding the specific objectives listed: a) Reflect on the advancement of the relationship between public-private spheres in public health as a management strategy and its consequences for health services and SUS classifications; b) Understand public-private partnerships in the context of health and their consequences for the work of social workers in public health; c) Know the production of the Social Service area on professional work in public-private partnerships in the health area. The research is characterized as documentary and bibliographical and belongs to the Postgraduate Program in Social Service and Sustainability in Amazonas at the Federal University of Amazonas (PPGSS-UFAM), it is an explanatory type and with a qualitative and quantitative approach, was guided by historical-dialectical materialism and supported by bibliographical research and documentary research. As for the results, a survey revealed that there is a greater number of productions in the Southeast region, while the Central-West and South regions are regions that have produced less on the topic. From the analyses, it was possible to verify that there is an increasingly precarious nature of employment relationships, there is a diversification of tasks per job, there is work overload, there are stipulations of large goals per worker and that precariousness has affected the health of workers. The research also highlighted the expansion of Public-Private Partnerships in their various modalities, with notable expansion during the Covid-19 pandemic period, which has contributed to the specific underfunding of the SUS and diversion of public funds in favor of the commercialization of health.
