Proteção Social e Juventude: unificação do Projovem adolescente ao Serviço de Convivência e Fortalecimento de Vínculos – SCFV em Manaus

Abstract

The study has as its theme the management of social policies, focusing on the management process that was known as the reorganization of basic social protection in the scope of the Social Assistance Policy. In this process of reorganization, the research focused on the Unification of the Projovem Adolescent Program to the Service of Coexistence and Strengthening of Links (SCFV), and had as a locus of research the Reference Center of Social Assistance (CRAS) of the neighborhood Jorge Teixeira and Alfredo Nascimento neighborhood , Which are located respectively in the eastern and northern areas of the city of Manaus. Thus, the overall objective was to evaluate the impacts of the reorganization, which unified the actions of the Projovem Adolescente to the Service of Coexistence and Strengthening of Links (SCFV), on the offer of basic social protection to the youth in Manaus. And the specific objectives were: 1) to identify the profile of the vulnerability and social risk of the youth served in the service of coexistence and strengthening of bonds; 2) characterize the actions of basic social protection that are being offered to young people in situation of vulnerability and social risk in the Service of Coexistence and Strengthening of Links; And 3) to analyze whether the process of unification really enabled the qualification and expansion of the socio-assistance actions of basic protection for youth. Regarding the methodological procedures, the research is characterized as a case study carried out through three routes: bibliographical, documentary and field survey. The field approach was qualitative, carried out through the application of semi-structured interviews with the research subjects, which were divided into three segments: 1) the young people attended in the SCFV of the CRAS surveyed; 2) SCFV operators (technicians and social counselors); 3) the managers. In order to treat the collected material, content analysis was the most adequate technique to treat the qualitative data. In this way, the main results of this research are: the need to formulate and implement public policies aimed at youth, such as Such as: education, culture, urban mobility, health and coping with drugs. These policies need to privilege territory and intersectoriality as an important dimension of PNAS for the fulfillment of these demands. With regard to the actions of the SCFV, we identified some fragilities that have not yet been overcome, namely: insufficient materials to work with young people, insufficient professionals to think about and carry out actions with young people and, finally, some resulting impacts Of unification, such as: The loss of Projovem methodology, material difficulties, human and financial resources. Finally, the critical reflections in this study point to some problems, which may support management decision-making to create possible ways to alleviate and / or overcome them, contributing to the improvement of the Single Social Assistance System (SUAS) In the context of Manaus, in order to contribute more and more to the improvement of the public policy of Social Assistance, as well as contributing to the implementation of the national youth policy.
