Configuração do modelo de excelência em gestão pública em uma secretaria municipal: estudo de caso na Secretaria Municipal de Desenvolvimento Socioeconômico e Turismo de Porto Velho

Abstract

When you call back the challenge of the pursuit of excellence in management, the Brazilian federal government, states and municipalities attest to the need to promote innovating actions focused on results, aiming to the concrete needs of the citizen. Since the establishment of GESPÚBLICA, by Decree 5.378/2005, with the express purpose of contributing to improving the public services quality provided to the citizens and the country competitiveness increase, the public sector has imbued of the mission to promote public management oriented for results. In this bias the aim of this study is to configure a model of methods and performance indicators based on a Municipal MEGP. Case study in Porto Velho city- Municipal Socioeconomic Development and Tourism (Semdestur). The methodology used for the above study was defined as an exploratory research as to the purposes, and, as to the means, defined as bibliographic, documental, participant observation and study of case. The theoretical foundations are graded on a bibliographic review of Public Administration, Public Management oriented for the results, Excellence Model Management in Public Management System GESPÚBLICA and Continuous Improvement of Public Management, through the Self-Assessment of 250 points. Was observed that the configuration of the MEGP made possible the operationalization of systematic continuous improvement through a Management Improvement Plan, using the instruments of evaluation of Public Management, defined by the criteria of managerial excellence: leadership, strategies and plans, citizens , society, knowledge and information, people and processes. The study concludes that the applicability of the model despite its limitations sets a strategy that gives real visibility of organizational behavior, contributing to more efficient management actions, through more accurate analysis of the organization, to meet the citizens with quality services
