Resumo

The present study deals with the creation and insertion of the Insikiran Institute of Indigenous Higher Education, in the context of the indigenous education at the Federal University of Roraima - UFRR, aiming at identifying the impacts of indigenous peoples and communities life in the region. The education in indigenous communities represents an advance in recent times, as long as it has become a social reality with an insertion of the school and the protagonism of the indigenous teacher that began to have teacher activities to the detriment of the assimilationist and protectionist policy defended by the Indigenous Protection Service - SPI, since 1910, continuing with the integrationist model implemented by the Indigenous National Foundation - Funai in the middle of 1960s in the twentieth century, which has contributed to religious mission experiences. The current dissertation aims to analyze how the policy of indigenous high education developed by UFRR through Insikiran, has had an impact at the social development of the indigenous peoples in Roraima, based on the experience of the Intercultural Licentiate Undergraduate Course implemented in 2002. The indigenous issue in Roraima is a part of the historical process that begins with the travelers’ reports about the exploration at Branco river valley since the middle of the eighteenth century, when the first Indigenous people news existed. The research was carried out in the city of Boa Vista, state of Roraima, where the didactic-pedagogical activities of Insikiran happens in order to realize the process of indigenous teacher qualification in the school and community aiming at analyzing social, political, educational and cultural impacts of this course for the organizations and indigenous communities in Roraima, based on the qualitative data obtained by the indigenous natives from the community and their leaders who participate in the Council of Insikiran. Among the various aspects demonstrated, the results have proved that the fact of power relations are founding elements which institute Insikiran as a place of positive dispute in this process of indigenous higher education, as through indigenous people organization, as through the University. Therefore, it is important to recognize the fact that, on the one hand, the indigenous organizations in Roraima take the "paternity" of this audacious and innovative project in the field of indigenous movement. On the other hand, it is also a place of institutional power inside the Federal University of Roraima which is the manager and executor of this project of indigenous higher education.
