Abstract

Meanwhile, the rural population has suffered. More than three quarters of the consulted immigrants reported the rural area of Manacapuru and other municipalities in the Amazon as their last residence. The fact that led the riverside people to migrate is rooted in public spending, given that the allocation of resources is inconvenient to the reality of the municipality. Spending is directed to the municipal headquarters; disbursements are made with urban infrastructure, with the cultural area as well as it is turned to tourism, meanwhile, rural social issues, support to agriculture, aid to the flow of production tend to non-existence. There is a lack of allocation of resources to implement technical assistance to rural producers, for rural education, for health, and there is also a lack of credit to finance production, important requirements for fixing man in his environment. The arrival of peasants in the municipal headquarters increased the volume of unskilled labor and, in tow, social problems emerged that require more public services, which are offered without quality and in quantity below demand.
