Resumo

This thesis, located in the axis of line 2 of the Postgraduate Program in Education of the Federal University of Amazonas, analyzes the process of institutional evaluation of the graduation course in Letters of the Federal University of Roraima - Campus Paricarana and the problems inherent to the mismatch between the institutional evaluation and the reality of this course. The analysis covers the course evaluation processes of the most recent Sinaes cycle, the period 2011-2014, in which both the field of regulation and the relation with self-assessment were considered. As an analytical presupposition, dialectical historical materialism was adopted as a way of understanding the object and reality. On the methodological aspects, the present research was constructed under a qualitative approach, starting from the techniques of documentary analysis (whose data include pedagogical project of course, laws, decrees, technical notes and reports concerning Sinaes and the processes of institutional evaluation of the course Letters) and semi-structured interviews. Initially, the thesis starts from the contextualization on the subject, addressing the influences of multilateral agencies in educational policies in emerging countries until the implementation of Sinaes in order to locate the object in the scenario of globalization and its relations with the mutations undergone by higher education in the country. It then outlines an overview of the degree course in Letters, its operating norms and specific forms of self-assessment, and the implementation of Sinaes in this scenario. After these steps, the work brings, through a critical analysis of the collected data, the academic community's view of the courses of Letters on the institutional evaluation process of the course in contrast to the results of the evaluation. For the procedure of analysis of the material, the techniques of codification and comparative analysis were used. At the end of the research, it was concluded that the academic community knows and participates, to a certain extent, in the institutional evaluation processes of the courses. What is configured as a problem, according to the analysis made in the documents referring to these processes, besides the looks of the academic community, is that the concepts attributed to undergraduate courses in Literature are far from reflecting their reality because it ignores important lines of actors who do the course, such as teachers and administrative technicians, which confirms the central question of research raised at the beginning of the work. Therefore, the assessment becomes innocuous and does not contribute to qualify the course. This evaluation model aims to promote the ranking and to some extent build an environment for possible decision-making regarding proposals to defend the privatization of public higher education.
