A qualidade do Programa Bolsa Universidade da Prefeitura Municipal de Manaus: um estudo de caso

Abstract

This research evaluated the quality of the University Scholarship Program (PBU) of the Manaus City Hall (PMM). Due to the vastness of the topic, the research delimited its approach to the knowledge of the quality perception of the graduated beneficiaries, in the historical cut of the second half of 2009 to the first half of 2015, as well as analysis of indicators of the courses offered by the program. The overall aim was to evaluate the quality of the PBU, based on the students' perception of the impact of the program's actions on their professional careers and indicators of the Ministry of Education (MEC). The adopted methodology was descriptive, of a cuali- quantitative nature; as for the means, bibliographical, documentary, ex post facto, case study and field research, applying questionnaire as instrument of data collection. The questionnaire applied was divided into two dimensions: technical quality and program image. For the quantitative treatment of the data, the free statistical software R 3.0.3 was used, in order to synthesize the information and for the qualitative treatment of the open question, the content analysis technique was used. The results indicate the perception of the graduates of a positive quality, they indicate the image of the program, training and preparation for the market as the best evaluated items, 96.9% would indicate the PBU, 75.7% felt prepared for the market and 73.9% were satisfied with the training received. The research may have noticed deficiencies in the program, in relation to the insertion in the labor market, because 46% do not work in the training area, 31.8% did not have an income increase and 26.1% are not satisfied with the counterpart projects. Based on the MEC indicators, 76.5% of the courses have CPC have score of 3, and 9 of the 11 Higher Education Institutions (IES), program partners in 2016, have the concept of the overall index of courses in rate 3, both concepts varying from 1 to 5, being the concept 3 the minimum to reach the quality criteria of MEC.
