Análise das políticas públicas voltadas ao setor florestal no estado do Amazonas no período de 2003 a 2022

Abstract

In order to analyze the characteristics of public policies aimed at the forestry sector in the state of Amazonas, as well as to understand how the process of historical development of these policies occurred, through government actions for two decades, a coherent way of characterizing it was sought, considering a methodological path that used qualitative and quantitative methodologies, associating the exploratory method, the descriptive and the analytical with documentary research and in the survey of studies related to the subject. It is of relevant importance for academic knowledge to understand the development process and compare the performance of public policies, because, if well used, they can contribute with information for decision-making, reallocation of resources and legitimacy of the state's performance, however, there are still few studies of policy evaluation ("post-decision") in the literature, which make very evident the fragile institutionalization of the forest area in Brazil, with most of the few studies concentrated on the analysis of federal public programs. On the other hand, state public policies have received little attention for analysis, while of the new and/or recurrent demands, the environment, or more specifically, environmental problems in the forestry sphere, have been the object of the public agenda for a coherent formulation, implementation and management of public policies. In this study, the state public policies aimed at the forestry sector were analyzed, as there is a need for a policy with a specific focus on the sector in the state of Amazonas. It was observed that among the main public policies aimed at the forestry sector in the period evaluated, the state ones stood out and corresponded to 38.71% of the total; And between the two decades, important themes came to the fore in the 2nd, namely: environmental services, climate change, forest concessions and carbon market. The present work aimed to analyze the public policies aimed at the forestry sector in the state of Amazonas, contributing to the advancement of the scientific literature in the interdisciplinary field for management and also providing an opportunity to characterize the areas of focus in public policies and analyze the development process of key public initiatives from a survey carried out from 2003 to 2022.
