Governando vidas: a “proteção” às famílias e indivíduos em situação de violência intrafamiliar atendidas no PAEFI/CREAS em Manaus

Abstract

This dissertation starts from the investigation of which strategies of political power are undertaken through PAEFI, in the "protection" of families and individuals in situations of intrafamily violence that sustain a form of government of the life, in this case, operated by the State, through Social Assistance . The general objective was to analyze the Service of Protection and Specialized Assistance to Families and Individuals - PAEFI, in the "protection" of families and individuals in situation of intrafamily violence. The theoretical-methodological support was anchored in Foucault's studies, in particular, of the notions of genealogy and biopolitics. Data collection took place in two stages: the first one consisted of the analysis of official documents that implemented the Social Assistance Policy until the constitution of PAEFI and the survey of the techniques and procedures employed in the service. The documents analyzed were: Constitution of 1988, Organic Law of Social Assistance / 1993, National Plan of Social Assistance - PNAS - 2004, Basic Operational Standard - SUAS / 2005; 2012, National Typification of Social Welfare Services, and elective assistance technique to reflect on the guidelines present in the PAEFI regulations and demonstrate the rationality of the procedures and techniques of care for families and individuals in situations of intrafamily violence in PAEFI. The second consisted of interviews with the professionals of the PAEFI reference technical team (Psychologists, Social Assistants, Advocates) of the five units of the Specialized Referral Centers in Social Assistance (CREAS) in the city of Manaus. The purpose of this study was to explain their discourses about the contribution of PAEFI in preventing the occurrence / recurrence of intrafamily violence. Based on the analysis of the official documents, it demonstrated an updated strategy of state intervention in a decentralized, political-administrative way, organized by new knowledge such as (psychology, law, statistics, information technology, among others) besides the production of new subjects and demands , as well as, represent important operators in the development of politics, in the production of data necessary for the exercise of the political power that acts on the user population from the use of historical techniques such as interviews, case studies, domiciliary visits, that consequently print historical aspects control, vigilance, selectivity and discipline of this population. Finally, from the professionals' discourses, the non-consensual understanding among professionals about the possibility of preventing the occurrence / recurrence of intrafamily violence, based on the work developed in PAEFI, stands out. The notion of empowerment is reiterated as one of the effects produced by the actions developed in the PAEFI, in addition, the discourses of "family protection" stand out as a "contradictory" arena, since families are "protection targets" time. they are required to exercise a "protective function" not always under possible conditions, resulting in the process of blame for the processes of violence. From these results it is evident how the biopolitical strategies of government of the families in the Social Assistance were constituted and constitute, especially those in situation of intrafamiliar violence.
