O primado do trabalho na proteção social: argumentos morais para a solução de problemas econômicos e fiscais

Abstract

In this study we investigate the dilemmas typical of social protection conceptions that assign to work the status of the main source of safety and social welfare. Thus, from the analysis of different conceptions of solidarity and distributive justice, the theoretical problem we seek to address concerns the tendency to include mechanisms of distinction between deserving and undeserving state services aimed at guaranteeing means of existence for the so-called valid poor , that is, those who, being able to work, do not work. In other words, we address the controversy about meeting the demands of so-called social protection dependents through strategies that privilege the ideology of "hard work" to the detriment of initiatives to universalize social needs, especially those that do not link income to occupation. Thus, assuming the tendency to implement the so-called beneficiary activation measures for the labor market as an important turning point in the development of social protection systems in the contemporary world, we have tried to show that certain strategies for the solution of economic problems which to a large extent are associated with crises and harbingers of social crises, are based on moral arguments to become communicable in the field of political dispute.
