Resumo
This objective study aimed to analyze how the accountability of the State Legislative Assemblies of Brazil is implemented through its Electronic Portals, specifically focusing on measuring the level of transparency of the portals of the 26 Assemblies and Legislative Chamber of the Federal District, as well as its use as instruments of accountability, transparency and democracy, creating a General Ranking of Transparency Level and analyzing the variation predecessors research correlated in time lapse 2008, 2013 and 2016, also considering the geographical regions. Therefore, bibliographical research, as a literary basis to the topics related to the theme, and case research, considering the direct observation, were necessary, using qualitative and quantitative methodology of descriptive and explanatory nature. The model for the methodology, with due adaptations, was based on Zurra’s dissertation (2008) and Zurra’s, Botelho Ferreira’s and Smith’s article (2013), initially based on the Electronic Transparency Report of the Mexican Congress, organized by Non-Governmental Organization Monitor Legislativo prepared by Hernandez, Iturbe and Moreno (2003), which in turn was based on the Law of Transparency and Access to Governmental Public Information of Mexico. Thus, the model used now considered the availability of information on: administrative function; internal control; legislative work; work of the commissions; concessions, permits and contracts; historical archive and library services; external controls; and communication channels with society, 8 items subdivided into 44 sub-items. The measurement was made item by item, with a table of transparency for each one. After, a chart of the General Ranking of Transparency Level of the Legislative Assemblies is presented, which results from the sum of their respective ratings obtained in all the surveyed items. Finally, the survey results show an increase in levels of satisfactory and reasonable transparency. Also, the average for the region decreased in the following order: South, Southeast, Midwest, Northeast and North. The portals have the technology and procedures to function as instruments of accountability, transparency and democracy, but are not used to its fullest potential. The development of a mandatory standard layout simplified and intelligible access is therefore suggested, in order to promote greater social control and facilitate the oversight of External Control Bodies.
