A articulação das políticas de biodiversidade, inovação e biotecnologia nos estados do Amazonas, Pará e Tocantins

Abstract

This research made possible the analyzes of the articulation of biodiversity, innovation and biotechnology in Brazil, and its specificities in the States of Amazonas, Pará and Tocantins. Initially, this study considered the existing relation among biodiversity, innovation and biotechnology in view of the importance of the themes in the XXI Century. So then, present the existing normative instruments in Brazil that discipline the biodiversity, innovation and biotechnology, in other words, the National Biodiversity Policy (Decree number 4.339/2002), The Innovation Policy (Law number 13.243/2016) and the Biotechnology Development Policy (Decree number 6.041/2007) for being base conductors to the state management. It is Case study, so the institutional political scenario in the States of Amazonas, Pará and Tocantins was analyzed focused on the current administrative management structure and on the regulation of the themes in these states. This comprehension is relevant, since the agreement offered by the state manager to biodiversity, innovation and biotechnology assists in the formation and structuring process of programs and projects that are able to promote the R&D (Research and Development) and consolidate the CT & I (Science, technology and innovation) system in the state. Then, it raises the amount of Stricto Sensu postgraduate programs existing in the North region, with emphasis on the three states that are objects of the research. And it also examines certified and not updated research groups registered in the research groups Directory in Brazil – Lattes CNPq, in order to verify the existing conjuncture in the three states to develop research. Facing the analyzed data, it is concluded that the institutional articulation among the biodiversity, innovation and biotechnology policies in the three states still needs adjustments. Despite the federal regulation for the themes have more than a decade, and the recognition of the triad relevance as one of the country‘s development propellants, there is still a gap in the states - object of this research.
