A implantação do Sistema Único de Assistência Social no município de Manaus

Abstract

This thesis discusses the issue of social assistance in the city of Manaus, with special emphasis on the evaluation of this policy within the ITS - Single Social Assistance System. One of the concerns that make up discussions agendas turns to social exclusion and the problems it embodies the subaltern strata of society, perceived by situations where lack of access to goods and services characterize social inequality. Our purpose is to assess the management of this policy under the umbrella of ITS. The research assumed the aspect of qualitative and quantitative approaches to documentary and empirical nature and its realization first happened the headquarters of municipal and state Departments of social assistance. At the municipal level it was made analysis of documents showing the management of the health care policy in municipal devices where their services become effective and the study pointed out the need to give greater accuracy in the analysis, therefore we present data obtained from the Police Protection specialist at Children and Adolescents - DEAPCA and Court Specializing in Crimes Against Sexual Dignity of Children and Adolescents of the Court of the State of Amazonas Justice. Subsidies were sought in the annals of the State Conference of Social Welfare, in the period from 1995 to 2005, year of its restructuring, with the implementation of the Single System of Social Assistance ITS. In this context, we present the impact exerted by the implementation of this system in the city of Manaus, which led to the creation of the Municipal Social Assistance Policy, implemented from 2005. Among the multiple results observed was clear the fact that the trajectory of social assistance in Manaus always attended the dynamics of governments, residual and patronizing way in times past and little organized under the umbrella of ITS. Finally, it is concluded that the Social Assistance Policy in Manaus still is incipient, requiring restructuring and increasing the number of CRAS units, because the population of their areas of coverage is superior to that proposes a policy that points for full protection and faces a miserable population that demands for justice and social inclusion.
