Resumo
Like other associations, hospitals are challenged to be products and efficient in serving life.
Studies show that the hospital units that use their human, material and financial resources are the ones with the highest productivity, hence the importance of measuring and evaluating their practices as a subsidy for future strategies. In this sense, this study aims to propose a model for improving the productivity management of the surgical center at the Getúlio Vargas University Hospital - HUGV based on the OEE. As a methodology, it was used applied research, exploratory and descriptive, procedures adopted were the case study, a participant research and an action research. For data collection, documental research, classification of the unstructured type and the preparation of a Value Stream Map (MFV) were used. Data for the months of July, December 2019 were transmitted. The results indicate a performance below the ideal for the availability indicator, mainly due to the non-use of the time available for work. It appears that the waiting percentage is very large in relation to the surgery time itself, which ends up hiding the real capacity of the surgical center. The results obtained in the Performance indicator highlight surgery cancellations as factors that impact productivity. A survey concludes, based on the Operating Room Effectiveness Index (ORE) found, of 37.58%, that the operating room is constantly impacted by availability losses during the processes, showing that more than 60% of the sector's time it is lost, mainly, for reasons inherent to the hospital, and that the main limitation to the process is the significant waiting time of the patient for surgery.
