Abstract

This work addresses the study of contract management in a public teaching and research institution, given the fact that it is an area that requires special caution, due to its vulnerability and the possible compromise of results before the Public Administration, since contracts Poorly managed, they are certainly potential sources of losses of all kinds. To develop the research, initially, a bibliographical review was adopted, followed by a case study of a quantitative nature, in which a semi-structured questionnaire will be applied to the team that supervises the outsourced service provision contracts at the research site. . The general objective will be to carry out a case study on contract management, specifically, the ISB/UFAM conservation and cleaning service, where the comparison of the model used will be carried out, with the new methodology that uses the ISB/UFAM tool. triggering event. As for the specific objectives, we seek to evaluate the management process of conservation and cleaning service contracts at ISB, as well as investigate the factors that contribute to the increase in costs in these contracts, understanding the changes in administrative procedures, based on the management of outsourced contracts, in light of Normative Instruction 05/2017, which conceptualizes cost management, public budget, highlighting contract management and the triggering event management model; present a case study, administered with the help of the triggering event payment tool, in outsourced administrative contracts, highlighting the payment model for that process, based on the main authors in the literature. Finally, it should be possible to attest that contract management in public institutions needs to be better monitored and that its usability is the result of the need for effectiveness and efficiency on the part of public administration. Such results can only be achieved through better qualification of the employees involved in the management of such contracts, allowing the management indicators involved to fulfill their function of assisting in decision-making regarding this legal instrument.
