Programa bolsa floresta: a inserção dos moradores da comunidade Bela Conquista da Reserva Extrativista Catua-Ipixuna AM

Abstract

Due the emerging recognition of the issues generated by production s modes, was sued to state answers about this issue and the imperative of the creating of policies to change this situation. Nowadays, there s creation of the Program called Bolsa Floresta at Amazonas State, this program has a proposal to pay for environmental services, linked to investments in civil society, which referred to the inhabitants of the Amazon forest communities accountability in natural resource conservation. This Program look for to encourage forest conservation, going to determine the forms to use the resources, and the introduction of public riches and services that previously were not accessible to these communities. This study focuses on the Bolsa Floresta Program from its inclusion in the relations of production and reproduction of the community called Bela Conquista in the Extractive Reserve at Amazon. The main objective is to identify the implications of the inclusion of the Bolsa Floresta, as payment for environmental services in the relations of production and reproduction of the community in Bela Conquista RESEX Catuá-Ipixuna. The specific objectives were: to discuss the purpose of this program for the traditional communities, to identify the decisions in the relations of production and reproduction of the community Bela Conquista and analyze the political and social organization from the insertion site of this program. The methodological procedures considered the dynamics of the relations of production and reproduction, from the socio-historical context and understanding of the dynamics surrounding the Bolsa Floresta. Tried to find results through qualitative approach, on the basis of historical analysis perspective-critical. The survey of information from the residents was an interview with the heads of 06 families benefited from the program, beyond the observation of social community. Appealed to FAS s Report and the Management Plan of 2010 CEUC / SDS. Information obtained by the research provided to understanding of relationships among residents through family ties in the community organization to guarantee the social reproduction, in the face of demands directed to the State by promoting social participation in policy making within the RESEX. Payment for environmental services transcends the economic value that is attributed to the environment, ensuring access to public riches and services that this population does not provide. Build on State perspective, responding both to international regulations, economic interest groups, the neoliberal premise, as local populations that demand for policies that ensure social reproduction. It was observed that the riches and services that were provided by the Program constituted in advance, but not emancipated the people from dependence on benefits in addition; the riches and services purchased do not work properly. It is considered that other possibilities of social investments should be guaranteed to achieve better conditions of social reproduction to these residents.
