Cidadania e envelhecimento em Parintins: um enfoque para o programa de atenção integral ao idoso

Abstract

From the institutional legal framework laid down in Article 230 of the Federal Constitution, Law No. 8842, National Policy on Aging and the Elderly, Law No. 10.741/2003, the issue of aging is considered from the viewpoint of ensuring the rights and creating decent promote their empowerment and integration into society. In Parintins (AM) live more than 3,000 elderly and those protected by the Municipal Law No. 0349/2005, Municipal Policy for the Elderly. The latter formed the basis for the creation of the Municipal Comprehensive Care for the Elderly which develops actions in health care, education, welfare, sport and leisure with the goal of enabling the elderly to exercise their conditions of citizen within the network public services and contribute to improving the quality of life in this segment. This study aimed to analyze the City Policy for the Elderly in Parintins from the implementation of the Municipal Comprehensive Care for the Elderly, government management of the period from 2005 to 2009. In this context, the specific objectives were: to rescue the building of the Municipal Policy for the Elderly, its formulation and implementation forms and the analysis of the program, historical conditions, social, political and actions of care and whether they contribute to creating conditions that promote citizenship for the elderly users of the program. The study subjects were elderly participants of the program, program coordination and municipal councilors of how rights of the elderly interviewed in a period of five months. Was used as an instrument for collecting the data semi-structured interviews and direct observation in the nuclei of Care Program. The study was qualitative and used the method of interpretation of depth. It was noted that the City Policy for the Elderly in Parintins had the participation of social movements, the elderly and the role of steering the work of the Municipal Social Welfare and is seen as an important legal advance in the municipality. Regarding the creation of the Program of Integral Attention to the Senior Municipal Policy indicates that the molds must be formatted their proposals (intersectoral), however, there remains the idea that the program is the result of a paternalistic state and provider. Shares of Care Program are perceived by their users as a contribution to raising self-esteem, possibilities of living, leisure, information and knowledge relevant therefore ensures a reduction in demand for health. However, it was perceived commitment of the management of the program to make it a permanent public policy in the city, not occasional. In other words, the political leadership of the program with no need-the physical and financial support of it, which is one of the National Policy for the Elderly, can compromise the effectiveness of full rights of the elderly.
