Resumo
In search of alternatives to improve the proper management of public resources, the Brazilian public sector has employed techniques consolidated in the private sector. However, contrary to the latter, which aims at profit and competitive advantages, the focus is on providing services satisfactorily to citizens. In this bias, the present study applies the concept of lean thinking in the management of the supply chain of a Federal Institution of Higher Education, through Value Stream Mapping (VSM). The general objective of the research is to present a proposal for the systematization of the institution's supply chain processes. To this end, a case study was carried out with a mixed approach (quali-quantitative), through documentary research in the Electronic Information System (SEI), in addition to conducting interviews and applying questionnaires to the team responsible for the supply chain in the body, which provided the design of the current state of the value stream. The results showed a lack of systematization of processes, unnecessary procedures, long waiting and cycle times and low synergy between the responsible team. The proposal for the future state of the supply chain presents suggestions that eliminate waste, standardizing flows and assignments, as well as target deadlines to be met, which will reduce lead time by 43% compared to the time to complete the cycle in the current state.
