A questão energética no âmbito de uma Agência de Desenvolvimento Regional: o caso da SUFRAMA

Abstract

The relation between energy and economic growth is the problem treated in this work, in which the consequences of the lack of public strategical plannings in this sector, puts in risk not only the economic activity, as well as the social conditions of the population themselves. It is responsibility of the public power the implementation of initiatives designed to enable the regional integration to the other regions of the country, mostly the energy new sources development to implement the so required economic growth in this region. Alternatively, there are the agencies of regional development, among these SUFRAMA, whose actions are addressed to strengthening governmental actions to develop western Amazonia and promote the integration of the northern border of the country. In this scenery, this research seeks an approach on the role of SUFRAMA in attracting industrial investments, having as purpose the elaboration of the guidelines that favor a compatible energetic managing according to the regional characteristics. In this way, among the goals of this work, is that of evaluating the different missions of the regional development agencies, seeking to identify their relation with the energetic matter, identifying as this problem is treated in the scope of the Manaus Free Zone Superintendency, and proposing a systematics for adequating the administration of the energetic matter led by SUFRAMA, in order to contribute for the regional development. The research is justified by the relevance of the energetic sector and the crucial importance of attracting industrial enterprises and developing other sectors, such as trade and services. To reach these goals, it has adopted as methodology, a quali-quantitative character, because the study, itself, is centered in the treatment given to the energetic subject in the context of an agency of regional development, still making use of tables and graphics, in which are analyzed the collected data. Regarding its purposes, this research has a descriptive form, for exposing the characteristics of the energetic sector and to describe SUFRAMA’s performance on treating the energetic matter. The means of the present research are bibliographical, taking as base published material in books, newspapers, periodical publications and electronic nets. Finally, it concludes that even exercising an important role in the conduction of the regional development, SUFRAMA, does not yet have specific resources for the energetic managing, what, anyway, limits or even decreases its results, all of which could be more expressive. In spite of this, there are full conditions so that this entity act in certain way, in the energetic sector, through the aid of local, regional, national and international partnerships.
