A questão das condicionalidades do Programa Bolsa Família nos centros de referência de assistência social da zona norte de Manaus - AM

Abstract

The fifteen-year conditional cash transfer program Bolsa Familia is the flagship of Brazilian social policy for coping with poverty. In this sense, this research aimed to analyze the monitoring and noncompliance of the conditionalities of the Bolsa Família Program in the Reference Centers of Social Assistance (CRAS) of the Northern Zone of Manaus - AM, knowing how to monitor conditionalities in CRAS Terra Nova / Via Norte and Cidade Nova, verifying how noncompliance with Bolsa Família Program conditionalities is presented to beneficiary families and reflecting to what extent the monitoring and noncompliance with conditionalities generate effects on the living conditions of the beneficiary families served in CRAS Terra Nova / Via Norte and Cidade Nova. Three (3) professionals from CRAS Terra Nova / Via Norte participated in the study, with the coordinator and two social assistants; and two (2) Social Assistants of CRAS Cidade Nova responsible for attending the beneficiary families of the Bolsa Família Program in noncompliance with conditionalities. They also participated in the research through the application of open and closed questions forms, ten (10) families benefiting from the Bolsa Família Program in noncompliance with conditionalities, of which five (05) families were assisted by CRAS Terra Nova / Via Norte and five (05) by CRAS Cidade Nova. The research revealed that the Bolsa Família Program is fragile in its execution and does not reach its main objective of removing families from the situation of poverty and extreme poverty, it must be combined with other policies and actions so that their actions contribute to achieve this goal. However, it can not be denied that, even minimally, it brings changes in the lives of the beneficiary families, especially in the purchasing power of food, in the security due to the regularity of receiving the benefit and in the permanence of children and adolescents in school, which is also found in other studies cited in the course of this research. Regarding conditionalities, in order to be complied with, the Public Power must offer, mainly, quality education and health services, sufficient and accessible not only to the beneficiary families, but also to the entire population, seeking not to further aggravate the situation of social vulnerability that meet.
