Resumo
This research analyses Youth and Adults Education (Educação de Jovens e Adultos
- EJA) for the deprived of freedom in criminal establishments located in Manaus, in
the State of Amazonas, during the period of 2015-2016, from the perspective of
education rights and public duty in articulation with the directives of public policies for
national education and education in prison systems of the country. The goal is to
answer the central question of the research: The state policies for EJA, allied with the
state policies of Amazonas prison systems, has ensured the right to education to the
deprived of freedom in prison units located in Manaus? The studies and the research
are situated in the field of public policies, basic education and amazonian challenges
which integrate the Line of Education Research, Public Policies and Regional
Development of Post-graduate Education Programme - PPGE/UFAM, associated
with the Public Policies Research Project, Right to Education and Youth and Adults
Education. The research has education rights, public policies and EJA for theoretical
referential, with input in the doctrine of rights and fundamentals of the educational
field. The investigation brings critical perspective with support in dialectical method
using qualitative approach in the analysis of documents and data. In the qualitative
analysis, data about prison units from MJ/INFOPEN and SEAP/AM, and data about
EJA from SEDUC/AM sources were selected and prioritized. Research results
determined the discreet presence of public authority configuring restrict EJA courses
and exams offering to the deprived of freedom at prison units located in Manaus.
Such conclusion points out the necessity for greater service of basic education
schooling to this population, partly from state public power, in order to have
detainees conclude basic schooling, and give opportunity to the following of higher
education. This signals for the amplification of classrooms or space in prison units to
the expansion of EJA course offering. In this direction, state public duty would ensure
the development of EJA to a significant contingent of detainees at prison units in
Manaus. The results show a distance between the guarantee of education rights and
the effective outreach of EJA to all those deprived of freedom who need primary and
secondary schooling, by means of courses and exams, in the establishments of
prison system.
